La politique intérieure de l'État islamique consiste à appliquer les règles de l'Islam en interne. L'État islamique mettrait en œuvre ces règles dans les terres qui sont sous sa juridiction. Il organise et supervise les relations et les transactions, applique les peines légales (Hudud), exécute les châtiments, fait respecter la haute moralité, assure l'accomplissement des rites islamiques et des actes d'adoration, tout en veillant aux affaires des citoyens conformément aux règles de l'Islam. L'Islam a déterminé la méthode par laquelle ses règles doivent être appliquées aux personnes qui se soumettent à son autorité, qu'elles soient musulmanes ou autres. L'État islamique applique les règles de l'Islam en suivant cette méthode spécifique. En effet, la méthode est en soi un statut légal (Hukm) Sharii, tout comme les règles concernant les questions traitées. L'Islam est venu s'adresser à tous les peuples, car Allah (SWT) s'est adressé à toute l'humanité avec l'Islam en tant qu'êtres humains et rien d'autre. Allah (SWT) dit,

The domestic policy of the Islamic State is to execute the rules of Islam internally. The Islamic State would implement these rules in the land which were under its jurisdiction. It organized and supervised relationships and transactions, implemented the hudud, carried out punishments, enforced high morals, ensured the performance of the Islamic rituals and acts of worship, as well as looking after the citizens’ affairs according to the rules of Islam. Islam has determined the method by which its rules are to be implemented on the people who submit to its authority, whether Muslims or otherwise. The Islamic State implemented the rules of Islam following this specific method. Since, the method is by itself a Hukm Sharii, as well as the rules concerning the issues. Islam came to address all people, for Allah (swt) addressed all mankind with Islam as human beings and nothing else. Allah (swt) says,
